Administration for Strategic Preparedness and Response

ASPR Mission 

The Administration for Strategic Preparedness and Response (ASPR) leads the nation’s medical and public health preparedness, response, and recovery efforts for disasters and public health emergencies. Operating within the U.S. Department of Health and Human Services (HHS), ASPR coordinates across federal, state, local, tribal, and territorial partners to ensure a rapid, effective response to threats ranging from pandemics and natural disasters to bioterrorism and cybersecurity incidents.

ASPR’s core responsibilities include:

  • Coordinating emergency response efforts across HHS and with external partners
  • Managing the Strategic National Stockpile (SNS) and overseeing medical countermeasures
  • Supporting public health infrastructure and healthcare system readiness
  • Leading continuity of operations and emergency logistics during crises
  • Conducting advanced research and development of medical countermeasures through BARDA (Biomedical Advanced Research and Development Authority)
